Computer whiz needed

So my uncle gave me his laptop from Taiwan. It's pretty awesome and all, except that the OS runs in Chinese, and I can't read half the stuff on the computer. I hate having to call my mom over every two seconds to ask her what stuff says. My uncle said that it was possible to change the OS to English, except I can't read the menus enough to be able to do so. >.>;;

I'm getting an English OS now to run on it, and I know that I have to wipe the harddrive clean and reinstall everything from scratch, but if someone could tell me exactly how to do this, it would be nice. :>

My lappy is in English now and I am happy with joy.

The only thing is that everything looks like it's in Win 98 and all ugly, so I'm downloading new themes. >.>
