19 guaranteed saved by doing the following:
If the first person in line says "Black" it means there are an even number of black hats in front of him If the first person in line says "Red" it means there are an odd number of black hats in front of him
Every successive person in line can then tell what color hat they are wearing based on the hats in front of them, and the answers of the previous prisoners.
For example: The first person says "Black" meaning there are an even number of black hats in front of him. The next person in line sees 7 black hats, and 11 red hats. The only way for there to be an even number of black hats is if his is black. The Third person in line sees 7 black hats, and 10 red hats. Since the previous person answered black, there should still be an odd number of red hats, which means his own has to be red. and so on.
This of course works if you reverse the meaning of the color too
Unfortunately, the first person in line's fate is subject to chance.

In a wood-cutting factory, five large sawing machines stand in a windowless room. Each machine has an on/off switch attached, there being no doubt as to which switch controls which machine. Outside the door to the room are five back-up on/off switches, one for each machine inside. The power for each machine must first pass through the back-up switch, and then the machine switch before reaching the saw. The problem is, the new manager cannot decide how these back-up switches match with the machines inside the room. One day, the manager's brother visits. The manager takes him inside the sawing room where all five machines are at work and explains the problem. The brother announces that he intends to leave the room and that when he returns he will be able to match correctly the five switches outside the room to the five machines inside. The brother works alone, cannot see the machines from outside the room and solves the problem purely by operating switches. How is it possible?

What type of "sawing machine" are these? If they are the cool type that like automatically feeds a log through the blade it would be pretty easy. You could just have all the switches on and start them on a log. Then you flip backup switch 1 off, wait a second, flip backup switch 2 off, wait a second, and so on. Then you go inside and see how much each one cut. The one that cut the least corresponds to switch 1, second least to switch 2, and so on.
If it's just like a normal band saw, which I'm guessing it is, then I'll have to keep thinking.

Can you hear the saws spinning when you leave the room? If so, switch one of the machines off. Go outside and play with the back up switches until you cannot hear a saw spinning. At that point, you'll know which machine that switch corresponds to. For our intents and purposes, we'll assume this is switch #5. Four more to go. Switch on #1 and #2. Wait awhile and then turn off #1 -- the corresponding saw will be warm. Wait a while longer and turn off #2 -- the corresponding saw will be hot. Turn on #3 -- the corresponding saw will be on. #4 is the saw that is entirely cool. Maybe?

OH.
I got it, I think. When you leave the room, you're going to switch off two of the machines. We'll assume these as #5 and #2. (We've already figured out #1, #3 and #4 above.) You'll turn on one of the backup switches remaining (Let's assume you turned on #2). When you return to the room with the saws, you can try the two machines you turned off earlier. Whichever of the two machines' saws start spinning when you switch it on corresponds with backup #2.
